The UK has embarked on a transformative journey to tackle one of its most pressing environmental challenges: the recycling of flexible plastics. These materials - such as plastic bags, wrappers, and films - have long posed difficulties due to their lightweight and complex composition. Addressing this issue head-on, the UK has launched its first large-scale residential collection program dedicated to flexible plastics, marking a significant milestone in the nation's sustainability efforts.
Understanding the Flexible Plastics Challenge
Flexible plastics are ubiquitous in daily life, found in items like crisp packets, bread bags, and cling film. Despite constituting approximately 22% of all UK consumer plastic packaging in 2020, only about 8% of these materials were recycled through kerbside collections. Their lightweight nature and tendency to entangle in recycling machinery have historically made them challenging to process, often leading to incineration or landfill disposal.
Introducing the FPF FlexCollect Project
To combat this issue, the Flexible Plastic Fund (FPF) FlexCollect project was initiated in May 2022. This ambitious three-year pilot aims to integrate flexible plastic packaging into existing household recycling services across various UK regions. The project is a collaborative effort, co-funded by the Flexible Plastic Fund, comprising major brands like Mars UK, Mondelēz International, Nestlé, PepsiCo, and Unilever – and supported by governmental bodies such as Defra and UKRI’s Smart Sustainable Plastic Packaging Challenge.
Pilot Programs Across the UK
The FlexCollect project has been rolled out in multiple local authorities, each adapting the program to their unique community needs:
Cheltenham and South Gloucestershire: These areas were among the first to launch the pilot in October 2022, initiating curbside collections for flexible plastics.
Maldon District, Essex: Starting in January 2023, approximately 6,500 households began participating in the program, with plans to expand district-wide by the end of 2024.
Newcastle: After a successful trial with over 5,000 properties, the program expanded in July 2024 to encompass 35,000 homes, reflecting strong community engagement.
Reading: Initially involving 4,000 homes, the program saw an additional 6,000 households added in August 2024, demonstrating the scalability of the initiative.
These pilots involve residents collecting flexible plastics in designated bags, which are then included in their regular recycling pickups. The collected materials are processed at specialized facilities, converting them into new packaging products, thereby promoting a circular economy.
Aligning with National Recycling Goals
The FlexCollect initiative aligns with the UK government’s mandate for all councils to collect soft plastic films and flexibles from households by 2027. Insights gained from these pilot programs are instrumental in shaping national strategies, informing infrastructure investments, and refining recycling protocols to accommodate flexible plastics effectively.
